Go to startup tab. Run the steps again in Message 4, and before attempting to reinstall the printer make sure that the 7z folder on the desktop is deleted, and the %temp% folder is cleaned

Try installing CCleaner and run the registry cleaner (it is the second icon on the list). It takes just 2 minutes to sign up (and it's free!). Installation process seems to work now BUT I now have something called TrayApp trying to configure and despite having the original disc it won't stop everytime I turn the laptop on.

Keep getting Runtime error Program D:/Setup.exe on installation of original CD or when I download software from HP website. I would like you to create a new administrator user account, just in case there is some hidden corruption based off of your current user account.
